The Commissioners have recently submitted an outline planning application for Highflyer Farm: Phase 1, Ely to East Cambridgeshire District Council (ECDC). ECDC will be conducting a statutory consultation on the submitted planning application and therefore please do ensure you send any feedback directly to ECDC, The Grange, Nutholt Lane, Ely, Cambs, CB7 4EE. This exhibition is a separate consultation event on behalf of the Commissioners to inform local residents of the submitted proposal which evolved as a result of feedback from the local community and stakeholders.
Consultation Process
The Commissioners have undertaken a comprehensive programme of pre-application consultation with the local community. Two public exhibitions were held in January and July 2011 and feedback received from these exhibitions has helped shape the final proposal. The main changes to the proposals directly resulting from local residents' feedback include:
- Provision of a neighbourhood centre and food store;
- Early delivery of a road linking all the way through from Thistle Corner roundabout to Lynn Road which would help to reduce the traffic impact on King's Avenue;
- Relocation of the new primary school next to the neighbourhood centre and further away from St Mary's School;
- Inclusion of local residents' preferred layout 'The Avenue' within the proposals;
- Provision of 40 half plot allotments following feedback
The non-statutory Ely Masterplan, published by ECDC in 2010, sets out to provide a long term vision to help manage the growth of the city over the next 20-25 years - with development at Highflyer Farm envisaged as the first phase of a much larger development in North Ely eventually totalling some 3,000 new houses. The Commissioners' proposals for Highflyer Farm are, considered to be, compatible with the District Council's Indicative Masterplan for North Ely and will be built out to be complementary to the wider vision.
Our Vision
Our Vision for North Ely as shown on the Indicative Masterplan comprises of the following:
- Up to 800 dwellings;
- A road (Highflyer Avenue) linking Thistle Corner roundabout to a new junction on Lynn Road;
- A neighbourhood centre (comprising a foodstore, small retail units, cafe, a public house/restaurant, a place of worship and/or community hall, homes of the elderly and business units) located close to the proposed junction on Lynn Road;
- Community sports pitches;
- A site of sufficient size to accommodate a 3 form entry primary school;
- The contribution of land toward realisation of the longstanding vision of a country park on the northern edge of Ely;
- Community allotments.
